On April 6, 2026, the Grid Acceleration Coalition — the nation’s leading electric utilities including ITC Holdings Corp., ATC, Ameren, Cleco, Entergy, The Empire District Electric Company, Evergy, OG&E, and Xcel Energy — filed a formal complaint with the Federal Energy Regulator Committee (FERC.)
Key Request: Targeted relief from Order No. 1000 solicitation processes in the Midcontinent Independent System Operator (MISO) and Southwest Power Pool (SPP), so local providers can build essential backbone transmission faster — delivering lower costs and greater reliability for the families and businesses they serve.
Electricity demand is growing at levels unseen since World War II — driven by data centers and reshored manufacturing.
Yet outdated federal rules are forcing 16–20 month delays on backbone projects that directly affect American’s wallets.
These delays:
They know their communities, answer to state regulators, and can deliver projects faster while keeping electricity affordable and reliable for households.
The Coalition’s Complaint asks for either of these targeted, customer-focused solutions:
Remove solicitation delays for any transmission project where a solicitation would delay new generation or large-load interconnections — saving customers hundreds of millions in lost benefits and helping keep electric bills lower.
Suspend Order No. 1000 solicitations in MISO and SPP for the critical window when America must build the infrastructure that decides the AI and manufacturing renaissance, while keeping electricity affordable and reliable for households.
The Coalition also requested Fast Track processing with an action date no later than July 16, 2026.

ALERT was founded to champion policies that maximize local ownership and accountability to the communities we serve. Local transmission providers know their territories, answer directly to state regulators and the families who depend on them, and have a proven track record of delivering projects responsibly, on time, and with a focus on keeping electricity affordable and reliable for households and businesses.
Targeted FERC relief is the logical next step. By removing unnecessary federal hurdles, we empower the local providers who are best positioned to build the high-voltage backbone America needs — faster, more cost-effectively, and with true accountability to the towns, cities, and families they serve every day.
“Local transmission providers are ready to deliver Speed to Power. We know our communities, we answer to our customers, and we are committed to building the reliable, affordable grid that serves American families and drives economic growth — by removing the unnecessary federal hurdles that delay critical projects.”
The Grid Acceleration Coalition’s FERC complaint and supporting materials lay out a clear path to Speed to Power — faster transmission buildout that lowers costs for families, protects reliability, and keeps electricity affordable for American households and businesses.
Explore the documents below to see how targeted relief from outdated Order No. 1000 rules will remove 16–20 month delays, unlock customer savings, and empower local transmission providers who answer directly to the communities they serve.
